Looks like dish soap bubbles and the agitate the water and press a cookie cutter type mold over it and used a thin stick to cut it off with and the wind carries it up. Am i correct?

I feel like it is dish soap n water and they are bubbling helium into it. Normal soap isnt light enough to float away. These dont just float, they take off with a vengeance. Not much wind happening.

Google Bubloons. YouTube of little girl trying to make one. At 3:06 there is a comment that the makers used Helium. I wonder if they used a bubble mixture to get good adhesion between the bubbles.
